The regular meeting of the Franklin Township Board of Trustees was called to order by Chairman Tim Guyton at 6:30 P.M. June 24, 2010 at 2193 Frank Road. 

 

The Pledge of Allegiance was given.

 

Chairman Guyton gave the welcome.

MINUTES

         Chairman Guyton moved to dispense with the reading of the regular meeting minutes for June 10, 2010.

Trustee Johnson seconded the motion.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

 

              Chairman Guyton moved to approve the regular meeting minutes for June 10, 2010 with the following corrections:  Page 5, Resolution 10-094, Chairman Guyton’s vote needs to be added as a “yes” vote.  Page 6, Resolution 10-095, Chairman Guyton’s vote needs to be added as a “yes” vote, and Page 6, Resolution 10-081, Chairman Guyton’s vote needs to be added as a “yes” vote.

Trustee Johnson seconded the motion with the corrections.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

 

         Chairman Guyton said the Special Meeting of June 10, 2010 and the Special Meeting of June 14, 2010 would be tabled until the next meeting on July 8, 2010.

 

NEW BUSINESS

 

         Bruce Black who is the Coordinator of the Neighborhood Pride for the City of Columbus talked to the Board about the program.  Mr. Black said they work with residents, neighborhood associations, and businesses to build better neighborhoods.  They educate neighborhood groups to make a safer, cleaner, and better neighborhood for residents to live in.  They work with the residents to clean the alleys and the streets; they help with cleaning up the parks, and offer help with checking and repairing streetlights.  When they go into a neighborhood, they identify safety and health hazards, find code problems, and help families find answers to fix their houses to improve the area where they live.  Mr. Black said a request has to be submitted and then Mayor Coleman will review and make the final decision for the Neighborhood Pride Program to start work in an area.  The Southwest Area Plan requested the program to come to the southwest area of the city for the Gantz Road and Hardy Parkway areas. 

 

         Ralph Horn of 1610 North Eastfield Drive thanked Mr. Black for the work the Neighborhood Pride does in the communities.  Chief Howard and Mr. Black had further discussion of the program.  Chairman Guyton asked Mr. Black if the program would supply helmets for bike riders.  Juanita Kaufman of 1835 Eastfield Drive wanted to know if she could contact Mr. Black to help with helmets or other prizes for the National Night Out that would be held in August at Finland Elementary School.

         Chairman Guyton said there were two representatives from the Board of Health that were in attendance this evening because some of the residents did not understand why the Township needed Township-wide Trash Collection.  Chairman Guyton said the residents that had been complaining from previous meetings about having one hauler in the Township were not present this evening.

 

 Melissa McArthur from the Board of Health discussed her experiences with the trash, garbage, and rodents in Franklin Township.  Ms. McArthur said it could take weeks to get trash out of an area legally when they have the court system involved.  Melissa McArthur stated that it was her opinion that if Franklin Township had a single hauler contract, 100% of her issues would go away.

 

Charlie Broschart from the Board of Health gave the statistics of the complaints in Franklin Township.  He said in 2007 there were 791 nuisance complaints in Franklin County and 149 or 19% of those complaints were in Franklin Township.  Mr. Broschart said that in 2010, 30% of the nuisance complaints have been in Franklin Township.  Chairman Guyton said the percent of complaints keep going up from year to year in the Township.  Mr. Broschart agreed.  Chairman Guyton asked what the difference is between nuisance and solid waste complaints.  Mr. Broschart said nuisance complaints are complaints for trash, garbage, or construction debris; while solid waste complaints are for standing water, or a house full of cats, or high grass and weeds. 

 

Chairman Guyton said the Board would need to stay in the process with SWACO.  He said on July 29, 2010 we would know what hauler won the bid for the recycling process and on August 26, 2010 we would know who won for trash collection.  Chairman Guyton said on January 1, 2011, we hope to have a lower price than $15.00 per month per household for basic trash service.  He said there are about 18,000 households in the entity process, which includes Pleasant Township, Valleyview, Whitehall, Village of Brice, Clinton Township, Franklin Township, Groveport, Worthington, and Obetz.  Jefferson Township had chosen recently to not participate.

 

There was a discussion between Juanita Kaufman, Jim Stevens, and the two representatives with the Board of Health about the neighbors cutting the front yards of a property and the backyard is overgrown with high grass and weeds.  Jim Stevens said he could not see the backyards of many of the properties when he is out on inspections so he doesn’t know how bad the backyards are unless someone calls the office.  Melissa said she would like residents to call either the Township office or the Board of Health to report anything they see.  Jim and Melissa are working very hard to resolve all of the issues.

 

OLD BUSINESS

 

         Chairman Guyton said they would table the Computer Use Policy since the Board has not had a chance to review.

 

 

NEW BUSINESS

RESOLUTION #10-102

BILLS & PAYROLL 

 

Vice-Chairman Cook moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves payroll in the amount of $129,659.53 and bills in the amount of $281,596.78 totaling $411,290.31 from check #22335 to check #22472.

         Chief Howard said he talked with the Board at the last meeting about the phone system and the computer system.  Chief said he had some issues with the pricing and server upgrade with the current company that takes care of our computers.  Kristopher Haley with Keytel Systems talked to the Board about what their company had to offer for computers.  Mr. Haley said their company has been in business since 1982 and they take care of the computers in various Townships such as Mifflin, Truro, Violet, as well as, City of Reynoldsburg and they do some services for Genoa Township and City of Whitehall.  He said their system would run off one box and there would be a backup every fifteen minutes for updates only and a second backup for the changes that have happened in the last twenty-four hours.  There would be no additional charge if they have to come to the office for any reason because of a problem that we may be having with the computers.  Mr. Haley offered the first month free to the Township since it will take thirty days to cancel the current company.

 

         Vice-Chairman Cook asked if the Keytel System could be attached to the cameras that we currently have in the building and parking lot so someone could watch the building off site when the Police Chief is not in his office.  Mr. Haley thought their system would be able to do this.  Vice-Chairman Cook asked about the heat in the room where the main computer is stored now.  Mr. Haley said there is a temperature sensor on the monitor.  Chairman Guyton stated he did not want to approve spending any money on “remote access viewing” until it was known for sure that no adverse affect would occur, and until a quote for the work had been approved.

 

RESOLUTION #10-115

KEYTEL SYSTEMS  

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with Keytel Systems to install our Township computer system for an amount of $11,594.33 and further moves that the Township pay a one time fee for offsite backup for $1,500.00, then a monthly fee for backup of $125.00, and lastly the Township selects option two (2) of the proposed management services agreement for a cost of $670.00 for the monthly fee.

RESOLUTION #10-111

ALL-AMERICAN FIRE EQUIPMENT, INC.  

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with All-American Fire Equipment, Inc, for blanket P.O. for replacement uniforms.  The cost is not to exceed $7,000.00.

RESOLUTION #10-114

FINLEY FIRE EQUIPMENT  

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with Finley Fire Equipment for replacement hose and new hose: nine (9) sections of 100’ x 5”, one (1) section of 100’ x 3”, three (3) sections of 50’ x 2”, one (1) section of 100’ x 1 ¾” of rubber, six (6) sections of 50’ x 1 ¾” for the new E-193.  The cost is not to exceed $6,600.00.

         Vice Chairman Cook asked Chief Howard about the replacement hose.  Chief Howard said he had to replace the hose because of safety issues.  He said the hose did not pass the tests.  There was also a discussion between the Board and Chief Howard about shirts for the Firefighters.  He had ordered button-down shirts with the same logo as they currently have. 

 

RESOLUTION #10-113

FINLEY FIRE EQUIPMENT  

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with Finley Fire Equipment for monitor base, master stream nozzle, mounting flange, stacked tip set, and 2.5 stream shaper hand tool for new E193.  The cost is not to exceed $4,354.53.

RESOLUTION #10-112

AFFILIATED FOR COMPUTER SERVICES  

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with Affiliated for three different dates of computer services for the Police Department.  The cost is not to exceed $2,226.25.

RESOLUTION #10-116

JIM KEIM FORD  

 

Chairman Guyton moved to void the Purchase Order from the last meeting and moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with Jim Keim Ford to replace transmission cooler and motor and fan assembly relay in Police Car #6.  The cost is not to exceed $1,123.93.

POLICE DEPARTMENT / CHIEF FRANCIES

         The Police Department had a request for a liquor license for a motel at 1300 Harrisburg Pike.  Chief Francies wrote a letter that stated as follows;

              The Franklin Township Police Department is opposed to the Liquor Permit Application at 1300 Harrisburg Pike.  It is our opinion that liquor sales on the premise of this motel would increase the problems at this motel.

              The Hometown Motel has had a history in the past.  Under the old name of Buckeye Motel it was closed for being a nuisance, due to prostitution, drugs, and alcohol related problems.  It is our understanding that it was reopened under a new name by the same family and if problems continued it would be closed again.

              There are places nearby for guests to purchase alcohol if they so desire.  There is a Sunoco Station across the street, a bar on the corner opposite the motel, a carryout within a block, a shopping center across the street with several bars, and a Kroger’s, which has liquor sales.  We feel that if the guests need to purchase alcohol they can do it at these locations.  By being able to purchase it on the premises, it could fuel problems at the motel and the residential area nearby. 

              We request that a liquor permit not be issued for this location.

Chief Jeff Francies

 

         Chairman Guyton made a motion that the Board disallows a new liquor license at 1300 Harrisburg Pike doing business as Hometown Motel Store.

ROAD DEPARTMENT / JIM STEVENS

         Jim said the new tractor and mower was delivered yesterday and he invited the Board to come to the shop and look at it.  Jim said he took his crew to the old location at Children’s Services for training before taking it into the alleys.

 

         Jim gave an update for Brown Road Project.  They have brought in an extra crew and may bring in a few more to work on the project to speed things up.  This project may be done by Thanksgiving of 2010.

 

         Jim received an email from the Board of Health that said they have started the Mosquito Spray in Franklin Township on June 17, 2010.  He said the first case of West Nile Virus showed up in Hilliard.  Chairman Guyton reminded residents to remove things in their yards that allow for standing water. It is a breeding place for mosquitoes.

 

         Jim said the old generator was sold through govdeals.com. and Mr. Underwood picked it up today.

 

RESOLUTION #10-116

OLD GENERATOR IS SOLD TO RALPH UNDERWOOD   

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to sell the old generator to Ralph Underwood for a cost not to exceed $1,225.00.

         Chairman Guyton said after a lengthy discussion at the last meeting residents asked the Board to vacate Willowbend Lane.

 

RESOLUTION #10-101

VACATE WILLOWBEND LANE

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves the request to vacate Township Road Willowbend Lane from the northern edge of the right-of-way for Ponderosa Drive to the northern end of the right-of-way on Willowbend Lane.

         Chairman Guyton said he received an email from the traffic engineer at the Franklin County Engineers Office for a request from Mr. William Braniff of 1800 North Hague Avenue to install “No Engine Brake” signs on North Hague Avenue.

 

RESOLUTION #10-103

NO ENGINE BRAKE SIGNS   

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves the “NO ENGINE BRAKE” signs requested by the traffic engineer with Dean Ringle.  The signs are to be posted south of Trabue Road on Hague Avenue and on North Hague Avenue at the I-70 exit.

         Chairman Guyton said the Board has given Jim Stevens the authority to cut grass in Franklin Township through House Bill #50.  When he receives a notice of high grass, he sends a certified letter and if the resident does not cut the grass in the amount of days requested, the Road Department will cut the grass and the charge is assessed to the resident’s property taxes.

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves the Road Supervisor to cut 3131 Clime Road, Parcel #140-000337-00 and to assess the cost to their property taxes.

         Mary Neymeyer of 1233 Brown Road told the Board that three teenage boys have been moving signs around the construction area at Hopkins Avenue and Brown Road.  Jim Stevens and Chief Howard said that barricades are moved all of the time on the Township roads and they were aware of it.

 

FIRE DEPARTMENT / CHIEF HOWARD

 

         Chief Howard said Firefighter James Welch was injured on the job.

Chairman Guyton made a motion to allow Chief Howard to convert forty-eight hours of sick time to injury time for Firefighter James Welch.

         Chief Howard said Firefighter David McGee was injured on the job.

 

RESOLUTION #10-117

FMLA TIME FOR FIREFIGHTER DAVID MCGEE 

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board authorizes the Fire Chief to begin FMLA leave for Firefighter David McGee effective June 5, 2010.

         Chief Howard said he was to finalize everything on the new medic and he was trying to work on saving the Township $4,000 to $5,000.  The medic should be delivered in about five months.  Chief said the new Engine 193 should be delivered on July 9, 2010 and should be here for National Night Out.

         Chairman Guyton said there were no updates from Steve Renner on the sanitary sewers.  Chairman Guyton said he was part of the Weston Partnership Development.  He is having a meeting with two of the three County Commissioners on Monday to discuss funding market studies and to analyze traffic and land use studies to enhance the Westside area and bring more tax dollars to the Township and to retain tax base as best as we can.

 

         Chairman Guyton said the Board was asked to write a letter to MORPC asking for third traffic study to be done that would be impartial at the Cooper Stadium.  He said a letter was sent on June 21, 2010.

 

RESOLUTION #10-110

INTEGRATED MOSQUITO PROGRAM   

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with the Board of Health for the Integrated Mosquito Program for Franklin Township for 2010.  The cost is not to exceed $3,249.00.

 

Vice-Chairman Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

RESOLUTION #10-118

PAYMENT TO DR. MARZELLA  

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves the payment of $925.00 to Dr. Marzella.  He was the physician who performed the psychological test for the new Chief of Police.

 

Vice-Chairman Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

         There was a discussion with the Board and Mary Neymeyer about the new Police Chief.  Chairman Guyton said the Board was waiting on the final tests from Ohio Health before the final decision was made.

 

         Chairman Guyton moved with no further business to discuss to adjourn the meeting.  Trustee Johnson seconded the motion.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.  Meeting adjourned at 9:06 P.M.
