The regular meeting of the Franklin Township Board of Trustees was called to order by Chairman Tim Guyton at 6:30 P.M. March 18, 2010 at 2193 Frank Road. 

 

The Pledge of Allegiance was given.

 

Chairman Guyton gave the welcome and said the Fiscal Officer is not at the meeting due to her husband being in the hospital.

MINUTES

          Chairman Guyton moved to dispense with the reading of the regular meeting minutes for March 4, 2010, and the Special Meeting Minutes for March 4, 2010, and March 17, 2010.

Trustee Johnson seconded the motion.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

 

                Chairman Guyton moved to approve the regular meeting minutes for March 4, 2010 as typed and to approve the Special Meeting Minutes for March 4, 2010 and March 17, 2010 as typed.

Trustee Johnson seconded the motion.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

 

          The Special Meeting Minutes for March 10, 2010 is tabled until the April 1, 2010 meeting.

RESOLUTION #10-030

BILLS & PAYROLL 

 

Trustee Cook moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves payroll in the amount of $142,888.01 and bills in the amount of $106,184.83 totaling $249,072.84 from check #21500 to check #21632.

RESOLUTION #10-034

MOTOROLA FOR RADIO &

 RADIO COMPONENTS

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board contracts with Motorola for radio and radio components for the new fire engine. The cost is not to exceed $3,128.80.

 

Trustee Johnson seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

RESOLUTION #10-035

EARLS TRUCK SERVICE

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves Earls Truck Service for alternator, bracket fabrication, and service for E192.  The cost is not to exceed $4,657.29.

 

Trustee Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

Vice-Chairman Cook questioned rebuilding the old alternator, but Chief Howard stated that the old alternator could not be rebuilt and therefore we had to buy a new one. 

 

Chief Howard also said the old thermal cameras were limited on what they could do.  The new cameras had to be bought for better temperature reading and in helping to get in and out of the fires faster.  Vice-Chairman Cook said the new cameras are more intense and everything in a room can be seen.  The old cameras will be used in the medics for backups.

 

RESOLUTION #10-036

FINLEY FIRE FOR CAMERAS

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves Finley Fire for Two (2) Bullard Thermal Cameras, Three (3) vehicle charging mounts, and Two (2) camera carrying straps.  The cost was $18,910.00, but with the DHLS grant in the amount of $17,100.00 the cost is not to exceed $1,890.00.

RESOLUTION #10-037

SIGTRONICS CORPORATION

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves Sigtronics Corporation for an intercom system with radio interface, jacks, PTT switches, and Four (4) headsets for E-193.  The cost is not to exceed $2,500.00.

RESOLUTION #10-038

STAR JET MOTOR SPORTS

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves Star Jet Motor Sports for E-192 accident repair.  The cost is not to exceed $2,055.00.

 

Trustee Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

Chairman Guyton asked when would the new truck be delivered.  Chief Howard said the week of June 14, 2010 is the tentative date.

 

FIRE DEPARTMENT / CHIEF HOWARD

 

          Chief Howard discussed the paint scheme of black with gold trim for the Franklin Township fire trucks to give the Township identity at a fire scene.   He said the medic will need refurbishing and will also have the same paint scheme.

 

          Chief Howard said the old fire truck has been with the Fire Department since 1986 and has been to some major fires.  The water tank is now split and rusted out.  Chief was thinking about taking bids on it, but will probably only be able to sell it for parts.  He said we might get $10,000.00 for it.  There was a discussion with the Board about bids.  Chief said he would like to give the people who have already contacted him an opportunity first to buy the truck and then, if he would put the truck out for a bid, he would have an idea of what money he could ask on a sealed bid.  Chairman Guyton said to put the truck on govdeals.com and not to sell the truck prior to advertising the sale of the truck.

 

          Chief Howard asked the Board about disposing of hose.  He said he was thinking of putting it in the bid package.  He will keep the Board updated on this.

 

          Chairman Guyton read a letter from Firefighter Vincent Converse requesting FMLA time.

 

February 5, 2010

 

Dear Chief Howard,

            As you know my wife and I are expecting our second child this year on the date of March 6, 2010.  I intend to use 48 hours of FMLA time following the birth.  If the birth occurs sooner than expected or if there are any complications with the birth, I will be in contact.

          Chairman Guyton made a motion to authorize Firefighter Vincent Converse 48 hours of Family Sick Leave for the birth of his second child, a daughter.

          Chief Howard said the Board of Elections contacted him about completing a survey for the Sullivant Avenue Fire Station for a precinct and the station is compliant.

 

          Chief Howard said he received a notice from the Community Housing Network regarding community housing to be built on Sullivant Avenue and this will include housing for the disability and special needs.  There is a time frame for positive or negative feedback if anyone has an opinion.

 

          Vice-Chairman Cook asked the other Board members about joining Life Lock for identity protection.  Lisa Morris claimed someone tried to open a business credit card with her name and the Franklin Township address.  She recommends Life Lock for identity protection.  Vice-Chairman Cook thought each department might want to sign up for it.

 

POLICE DEPARTMENT / CHIEF CASTLE

 

          Chief Castle said the only thing he has to report on is the request for a liquor license for a new Chinese Restaurant on Phillipi Road that used to be the Red Lobster Restaurant.

 

          Chairman Guyton made a motion that the Board approves the liquor license transfer to the GoGo Buffet Inc. at 84 Phillipi Road.

Vice-Chairman Cook seconded the motion.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

 

          Chairman Guyton told the audience that Mike Castle has been the Chief of Franklin Township for over 25 years.  He said the Board is working with the Ohio Association of Chief’s of Police to find a new Chief for the Township.  Applications are being accepted and there will be interviews from May 17, 2010 through May 19, 2010, if anyone knows of anyone who might be interested.

 

ROAD DEPARTMENT / JIM STEVENS

 

          Jim Stevens said we are coming into the time of year when the Road Department will be working on the roadways.  Jim was supposed to have a road inspection today but the County Engineers had to cancel, but will reschedule.

 

          Jim said the crack seal program saved the Township about $14,000.00 last year by the Road Department doing the work.

 

RESOLUTION #10-039

DJL FOR THE ROAD CRACK SEALING

PROGRAM FOR 2010

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves purchasing material from DJL for the Road Crack Seal Program for 2010 for Franklin Township.  The cost is not to exceed $9,700.00.

 

Trustee Johnson seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

          Jim said there is a meeting on March 30, 2010 for the Brown Road water project to start work on water line improvements on Forest Drive, Shady Lane, Humphreys Avenue, and Rosemont Avenue.  On April 14, 2010 the Brown Road waterline improvements should take care of Little Avenue, Jackson Road, Belmead Avenue, and Hopkins Avenue. 

 

          Jim said there’s a meeting on March 30, 2010 for Vegetation Management and this will give us credit towards an applicators license.  Jim would like to send Tom Chesshir to the meeting.

 

          Jim said the Road Department needs feedback from the Board to attend the Work Zone Safety Program that will cost $120 per person.  The crew needs this information when they are out working on the roadways.  Vice-Chairman Cook said two of the crew could attend the program this year and two can attend next year.

 

          Jim has redrawn an Excavation Permit for anyone who is doing work in Franklin Township. The old permit is from 1983.  If we don’t have a permit, someone doing work within our Right of Way and could fix things their way and not to our satisfaction.  Jim would inspect the completed work to make sure that it meets our satisfaction before it is signed off on.

 

RESOLUTION #10-032

TOWNSHIP EXCAVATION PERMIT

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board accepts the Township Excavation Permit for the Township.

 

Trustee Johnson seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

          Jim said the State has asked for a reading by ESP, Inc. on our Amperage Draw for the Township Facility to sign off on the new generator.  Jim is hoping something will be done with the generator in the next couple of weeks.

 

          Jim said he has not had the time to work on the figures for the office area in the garage.  He will try to work on that for the next meeting.

 

          Chairman Guyton said in the past that the Fiscal Officer maintained the Excavation Permits.  It was decided that the Fiscal Officer would take care of the financial end and a permit will not be issued until Jim reviews the Excavation Permit paperwork.

 

          Vice-Chairman Cook suggested a change in the wording in the Newsletter for House-Bill 50.  He thought the wording was harsh for the word “right” and it should be changed to “option”.

 

          Ralph Horn of 1610 North Eastfield Drive asked Jim Stevens about the Brown Road meetings.  Jim said they are closed meetings and he would bring in the dates of those meetings on April 1, 2010.

 

          Wesley Toops of 1055 Richter Road thanked Jim and the Road Department for the quick response for the plugged up sewer drain.  Chairman Guyton said the Road Department uses a self-propelled water jet that blows everything back and then flushes it through and that we used to be at the mercy of the County for projects like that.  Jim said they took out ten-foot logs, tires and quite a bit of debris out of the drain.

 

          Chairman Guyton said the Newsletter is being finalized and he is hoping the residents will have it by April 1, 2010.  He reminded everyone to check the website for meeting minutes, agendas, and public meetings.  He said there would be two meetings on Township-wide trash collection and this is stated in the Newsletter.  The first meeting is April 24, 2010 at 9:30 A.M. at 2193 Frank Road and the second meeting is April 24, 2010 at 12:00 Noon at 4100 Sullivant Avenue.  He told the audience to fill in the survey in the upcoming Newsletter to give their opinion about trash collection and said the hauler would need the information if the residence is roadside or alley pick up.

            Trustee Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

          Chairman Guyton reminded that a portion of your license taxes goes to Franklin Township, which is used for roadwork.  He said to make sure your license agency has your license plates entered into taxing district #2568.

 

          Chairman Guyton said the 113 acres of the Delphi Site would be annexed to the City of Columbus and still could be a win-win for both Franklin Township and the city.  The meetings are still going on every Thursday with the next one scheduled for March 24, 2010.

 

          Chairman Guyton said he was disappointed with the communication of Whims Ditch and the Board finding out the day the article was in the Columbus Dispatch.  At a dinner, Don Brown who is with the Franklin County Engineers Office, apologized for not communicating with the Board.  Chairman Guyton said the County has applied for a grant for three million dollars.  The residents of the twenty-one houses can take a buy-out if they choose.

 

          Ralph Horn and the Board had a discussion about Whims Ditch.  Ralph is concerned about losing Hart Road, if it were to be flooded.  Chairman Guyton said he has not seen any plans of this happening.

 

          Chairman Guyton said he attended the SWAC Meeting and Clarence Mingo, II with the State Auditors Office was there.  Chairman Guyton reminded the audience of the Homestead Property Tax Act, which could mean relief on your property taxes for anyone 65 years and older.  If there are questions, you can call 462-HOME. 

 

Chairman Guyton mentioned that within the next two weeks everyone should receive a request from the County Auditors to complete and return a notice for the Auditors to do a reassessment of your home.  In the year, 2011 is when this reassessment should take place.

 

Chairman Guyton said a salesman from Pitney Bowes emailed the Board about a new postage machine.

 

March 18, 2010

Franklin Township Board of Trustees,

Please find attached a contract from Pitney Bowes.  They have suggested we trade in our current postage meter because they no longer make that particular model.  Pitney Bowes says we are eligible for an upgrade for free.  The new unit will save us about $7.08 a month for the lease.  I believe we should continue with another contract for the savings in the monthly lease fees alone.

  I think we should upgrade to a new model especially for the accuracy of weighing the mail since on the newer models the scale is built in.  Currently, we put the mail on a scale and look up prices given to us by the post office.  Also, there should be less time with ink changes because the ink installed should last longer.  The increase in speed with a new model should save time in mailing the bills on Friday.

I still feel we will need to send the Newsletter to a printer because of the cost of ink alone and the time spent on tabs and folding.  I am sure Minuteman has the equipment to do all of that.

RESOLUTION #10-040

PITNEY BOWES

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves to contract with Pitney Bowes for a new postage meter for the office for $25.00 a month for 60 months. 

 

Trustee Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

          The Board had a discussion about replacing our current copier.  It was decided that a spreadsheet would need to be completed for a cost analysis.

 

          The Board tabled the signing of the Mobilite lease until the April 1, 2010 meeting.  Chairman Guyton would like the Prosecutor to look at the Clearwire proposal before the Board makes a decision.

 

QUESTIONS FROM THE AUDIENCE

 

          Bobbie Kean of 2889 El Paso Drive said the EPA is testing creeks in the Mon-E-Bak area and someone would be going to the press if they find high levels of bacteria in the water.  She told the Board that the property value in the area is worth nothing.  She is frustrated with the Board of Health and the Franklin County Engineers office not taking her phone calls.  Chairman Guyton told her that Brown Road and Mon-E-Bak are two projects that would be started soon.  Bobbie claims she has heard this for the last two years.

 

          Kurt Windfeldt of 1145 Eureka Blvd. was questioning an area around Mound Street but the Board said the area is in the City of Columbus. 

Mr. Windfeldt also asked about Whims Ditch and if Franklin Township would lose the land with the selling of the houses.  Chairman Guyton said this would be voluntary for the residents and the land will remain in Franklin Township and would be considered as wetlands and a park.

 

                   Bobbie Kean asked about the Casino and if it would effect the other side of Georgesville Road.  Chairman Guyton said 113 acres would include a casino, hotel, and a restaurant.  He said Franklin Township would have something to gain from the reconstruction.
