CALL: Tim Guyton, yes, Don Cook, yes, Paul Johnson, yes. MINUTES Chairman Guyton moved to dispense with the reading of the regular meeting minutes for November 9, 2011. Trustee Johnson seconded the motion. Vote taken: Guyton, yes, Cook, yes, Johnson, yes. Chairman Guyton moved to approve the regular meeting minutes for November 9, 2011, as typed. Trustee Johnson seconded the motion. Vote taken: Guyton, yes, Cook, no, Johnson, yes.
NEW BUSINESS RESOLUTION #11-179 BILLS & PAYROLL Vice-Chairman Cook moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves payroll in the amount of $140,227.45 and bills in the amount of $43,709.28 totaling $183,936.73 from check #26521 to check #26634. Trustee Johnson seconded the Resolution. The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes. Vice-Chairman Cook read the purchase requests: Fire Department: 11-233 United Garage Door – Door parts for Station 193 $80.00, 11-234 Hite Parts Exchange – Federal Q Siren $225.00, 11-235 Finley Fire Equipment – Hose fitting $23.27, 11-236 B & C Communications – Radio batteries $480.40. Police Department: 11-111-P Roy Tailor Uniforms – Taser holster, pants, and raincoat $186.94, 11-113-P Franklin County Office of Homeland Security - Radio programming service $224.00, 11-114-P Kerry Johnson – Automotive detailing for cars $100.00. RESOLUTION #11-182 GOODYEAR AUTO SERVICE CENTER Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board contracts with Goodyear Auto Service Center for four new tires for car #5, four new tires and alignment for car #2, two new tires for car #3, and two new tires for car #6. The cost is not to exceed $1,424.01. Vice-Chairman Cook seconded the Resolution. The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes. Chairman Guyton said Jim Stevens is requesting that the Board allow seven folding tables to be deemed junk so that Jim can dispose of them and open up needed space in the Pole Barn. Chairman Guyton said the tables are beyond repair. RESOLUTION #11-181 DISPOSING OF TABLES Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board authorizes the Road Department Supervisor to dispose of seven (7) folding meeting tables that are beyond repair. Vice-Chairman Cook seconded the Resolution. The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes. Chairman Guyton said we received a letter from the Franklin County Economic & Development Department that there are more demolition grants being offered. He said that only seven of the Townships participated in the first round of grants, thus money was left over to allow for a second round of funding. Chairman Guyton said the house at 3524 Dover Road has a nuisance violation and unless our Fire Chief or a Structural Engineer states that the house is not structurally sound, the house cannot be torn down just for being a nuisance. Chief Howard told Chairman Guyton that he inspected 3524 Dover Road and that the roof is caving in and the house is not structurally sound. Chairman Guyton said Chief Howard said people are now putting tires in the house. Chief Howard said in his opinion the house needs to be demolished and wrote this in a letter to the Board. RESOLUTION 11-180 3524 DOVER ROAD Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio; Whereas the property located at 3524 Dover Road, Columbus, Ohio, 43204 located in Franklin Township, Franklin County, Ohio Parcel No. 140-001926-00, and currently owned by Monroe Properties Incorporated is burdened by an unsafe structure; And
Whereas the Franklin Township Fire Chief has declared that the above structure
is unsafe; And
Whereas the Franklin Township Board of Trustees has determined that such
conditions must be remedied; Therefore BE IT RESOLVED
by the Board of Trustees of Franklin Township, Franklin County, Ohio that the
Fiscal Officer shall issue notice to the owner(s) of record and any lien
holder(s) of record that it is the intention of the Board of Trustees to
remedy the conditions at the property by removing the structure that is
unsafe; and BE
IT FURTHER RESOLVED that after proper notice to the owner(s) of record and
any holder(s) of a lien of record in accordance with law, the Board (by use
of it’s own resources or by contracting out for resources) shall remove the
structure that has been declared unsafe; and BE IT FURTHER RESOLVED that after said action, the Fiscal Officer shall certify the costs incurred with the above action to the county auditor to be placed upon the tax duplicate of the property and collected as other taxes. Vice-Chairman Cook seconded the Resolution. The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes. Chairman Guyton said he would like to contact Tri-Village Title Agency to see if they would do the title search and have it back to us by Monday afternoon. The other two Board members agreed to authorize Tri-Village Agency to do the title search. Chairman Guyton said he has asked Chief Howard to inspect one house on Brown Road and another on Rea Avenue to verify structural conditions. He further asked all three Department heads to monitor conditions throughout our Township for other potential candidates for inspection. The other two Board members agreed on the Chief inspecting the houses. Chairman Guyton moved with no further business to discuss to adjourn the meeting. Trustee Johnson seconded the motion.
