The regular meeting of the Franklin Township Board of Trustees was called to order by Chairman Tim Guyton at 6:30 P.M. November 9, 2011 at 2193 Frank Road. 

 

The Pledge of Allegiance was given.

 

Chairman Guyton gave the welcome.

MINUTES

          Chairman Guyton moved to dispense with the reading of the regular meeting minutes for October 27, 2011.

Trustee Johnson seconded the motion.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

 

          Chairman Guyton moved to approve the regular meeting minutes for October 27, 2011, as typed.

Trustee Johnson seconded the motion.  Vote taken: Guyton, yes, Cook, no, Johnson, yes.

         

NEW BUSINESS

RESOLUTION #11-175

BILLS & PAYROLL 

 

Vice-Chairman Cook moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves payroll in the amount of $173,172.37 and bills in the amount of $150,432.78 totaling $323,605.15 from check #26413 to check #26512.

 

Trustee Johnson seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

RESOLUTION #11-177

HORTON EMERGENCY VEHICLES

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board contracts with Horton’s Emergency Vehicles Services to repair the motor vehicle damage to Medic 192.  Insurance would reimburse the Township for the repair costs.  The cost is not to exceed $4,844.97.

 

Trustee Johnson seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

RESOLUTION #11-176

OHIO FIRE CHIEF’S ASSOCIATION

 

Chairman Guyton moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board contracts with Ohio Fire Chief’s Association for written promotional exams for captains and lieutenants.  The cost is not to exceed $3,280.00.

 

Trustee Johnson seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

FIRE DEPARTMENT / CHIEF HOWARD

 

Chairman Guyton said Chief Howard is currently working at a fire scene on South Terrace Avenue, near Mound Street where both of our medic vehicles and one of our Engines were tied up.  Chief told Chairman Guyton that he may not be able to get to the meeting in time due to being on the fire scene.   Chairman Guyton said Chief told him there were no injuries. 

 

ROAD DEPARTMENT / JIM STEVENS

 

          Jim did not have anything for the meeting this evening.  Ralph Horn of 1610 Eastfield Drive North asked Jim Stevens for an update on the sewer project.  Jim said he has an upcoming meeting next Tuesday.  Jim said he was told that the sewer project should be completed during the daytime hours and the night work would be finished soon. 

 

POLICE DEPARTMENT / CHIEF TIMKO

 

          Chief Timko did not have anything for the meeting this evening.  Ralph Horn asked Chief Timko about the traffic study from the speed device.  There was a discussion between the Board, Chief Timko, and Ralph Horn about putting information on the website from the speed device.  Chief said he is still reviewing the information. 

 

          Chairman Guyton said he had an annexation request for 1.6 acres of land for Ohio Hospital for Psychiatry LLC at 880 Greenlawn Avenue.  He said the reason for the request is that they needed sewer and water that the Township can not provide.  Chairman Guyton said when a property annexes to the City, all voted millages for our Police and Fire Departments go away.  Because of the wording of our levies, the Board would need to make a decision to re-issue the Fire and Police tax levies for the sole purpose of changing the name from district to department.  Once we have the voter approval of the name changes, the Township could then continue to collect the voted millages, after annexation occurs.  Chairman Guyton said we can go back to the year 2001 when the annexation law changed, and even though we have the wrong wording on the levies now, we would have the ability to collect Police and Fire levies from those properties if they were in the Township before, but have since annexed. He said we cannot collect back taxes, but we can collect from the properties moving forward.  Chairman Guyton gave an example of the Clippers Stadium as one that annexed but was previously in the Township.

 

          Chairman Guyton asked the other two Board members if they would agree to hold the next regular Township Business Meeting on Wednesday, November 23rd.   Chairman Guyton proposed that the meeting would be at 1:00 P.M. and the only discussion would be bills, payroll, and purchase requests.  The other two Board members agreed to this.

         

QUESTIONS FROM AUDIENCE

 

          John Spencer of 1616 Eastfield Drive North asked the Board when ordering streetlights for the Lighting District could you order the lights for part of a street or does it have to be for the whole street and Chairman Guyton said it has to include an area but no specific size is required.  Chairman Guyton said it could be as small as you want or as large as you want.  There was further discussion between the Board and the residents in the audience about the petition for street lights and the percentage of how many would have to agree on the petition for an area.  Chairman Guyton said AEP or another Electric provider would plot the installation for the streetlights and make sure everyone involved would be comfortable with the installation.

 

          Juanita Kaufman of 1835 Eastfield Drive asked the Board if they knew anything about the vacant house at 1820 Eastfield Drive.  She said it is becoming a nuisance with the way the exterior of the house looks.  Chairman Guyton said he would check on the house and let Juanita know.  Chairman Guyton said the Board filed the paperwork for the grant for 1976 Marsdale Avenue to Franklin County Economic and Development and it will be administered through MORPC to have the house torn down.  He said there were about nine different suitors that have liens on the property as of today.  Chairman Guyton said MORPC has a list of demolishers that they work with to take care of the properties.  Chairman Guyton said the only thing that an entity has to commit to is that they can cover anything over the initial $15, 000 grant which MORPC would provide. 

 

          John Spencer asked the Board if there has been any follow-up on the houses where the Road Department has picked up the trash.  Chairman Guyton said he did not know what a resident was currently doing with the trash after the Road Department had previously cleaned it up.  John Spencer and Ralph Horn thought there were two houses in their area that were piling the trash in the back of the house or in their storage shed.  Chairman Guyton would make a list of the addresses that the residents were referring to and check on them.

 

          Chief Howard arrived at the meeting.  Chief Howard said he wanted to let the Board know that there were a couple of personal vehicles that were broken into at Station 192 on Sullivant Avenue.  Chairman Guyton asked Chief if the outside lights are working at the station and Chief said they were.  Chairman Guyton said the recycling company, the trash service, and residents dropping off recycling have to have access to portions of our parking lot so there cannot be any type of fence installed around the entire lot itself.  Chief Howard said he told his employees to be more careful about what they leave in their cars.

 

          Gene Watson of 1625 Eastfield Drive North asked the Board if they were aware of a UPS truck parking on Eastfield Drive for about thirty minutes while the driver is eating lunch.  Mr. Watson said the street is narrow, the truck is very large, and he said vehicles are having trouble driving around the truck.  Chairman Guyton would like the address of where the truck parks and the time he parks there.

 

          Chairman Guyton moved with no further business to discuss to adjourn the meeting.
