The regular meeting of the Franklin Township Board of Trustees was called to order by Chairman Tim Guyton at 5:40 P.M. August 7, 2008 at 2193 Frank Road.

 

The Pledge of Allegiance was given.

Motion by Chairman Guyton to table the reading and approval of the June 26 Regular Meeting, July 2 Special Meeting, July 10 Regular Meeting and Special Meeting and July 24, Regular Meeting until the next Regular Meeting with corrections completed.  Seconded by Trustee Cook. Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

Trustee Cook moved for the adoption of the following Resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township, Franklin County, Ohio, that the Board approved payroll in the amount of $133,947.58 and bills in the amount of $248,855.18 totaling $382,802.76 from Check #16279 to check #16381.

During the reading of the purchase requisitions, Mr. Thurman Crist of 1725 Hopkins asked why the brake job on the police cruiser was so high.  Chief Castle told him that the way the police utilize the cars, if the brakes go out we need to replace everything, rotors, calipers, etc. with heavy duty type parts.

 

Chairman Guyton asked Harold Aldrich about the bids for the tree on Little Ave.  We have two bids but we need three.  The company that we choose must have proof of license, bonding, insurance, etc.  We need them to cut to a specific length and let them chip and take care of the stump.  We can let Township residents get the wood from our facility.  Township residents have priority for the wood.

 

CHIEF CASTLE

 

Chief Castle will be on vacation for two weeks and he says everything is covered.  Officer Francis will be taking care of first shift and Sgt. Huff will cover the rest.

 

The cars will be delivered on the 25th of August.  They will be delivered from Van Wert, Ohio at a cost of $75.00 each.  I will be back on the 26th of August and we will get the lettering and any other necessary items completed upon my return. The Chief will take care of the insurance on the cars.

 

Gary Parkhurst was cited for an accident.  He was driving our pickup truck and turned into a driveway and backed into a parked car.  It went through our police safety board and everybody concurs that Gary was at fault.  Chairman Guyton made a motion that we accept the feedback from the accident review board and the report be filed in Gary Parkhurst’s file. 

 

Trustee Cook seconded the motion and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

Heather Taylor, staff writer for the Westside Messenger, asked Chief Castle about the possibility of the bike patrol issue being used in the Township.  Chief Castle said that this is in the investigating stage and we don’t know at this time if it will be utilized.  We haven’t gotten into the whole issue as yet.  We are not using the bike patrol at this time.  We only used it for the National Night Out Event.

 

CHIEF HOWARD

 

Everything is set for the new Medic.   Final Inspection has been completed.  The loan is taken care of and the check has been issued.  On Monday the medic is going to communications to have the necessary items put on it.  I called the Insurance Company and had them take off the old truck and as soon as we get the new truck they will put it on the insurance coverage.

 

Chief Howard advised the Board that the Prosecuting Attorney’s Office saw no problems with the Tax Levy (3.89 Mill) for the Fire Department.  We can put it on the ballot and can proceed to the Board of Elections so they have them.

 

Chairman Guyton introduced a motion to have Chief Howard deliver our Tax Levy request for the Fire Department to the Board of Elections, per Resolution #08-067. 

 

The motion is seconded by Trustee Johnson.  Vote taken: Guyton, yes, Cook, yes, Johnson, yes.

 

RESOULUTION #08-075

FIRE HOSE AS JUNK

 

Chairman Guyton moved for the adoption of the following resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township, Franklin County, Ohio that the Board deems 3 sections of 5” Fire Hose 100’ each for a total of 300’ and 5 sections of 1 ¾” Fire Hose at 50’ which total

250‘ as Junk.

 

Trustee Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

Chief Howard then talked about the generator at Fire House 192.  There are some items that the insurance company will pay and we have to take care of some of the items such as gas lines (capping off, etc.)

 

RESOULUTION #08-076

CONTRACT WITH ANDERSON GAS LEAK SERVICE

 

Chairman Guyton moved for the adoption of the following resolution.

 

BE IT RESOLVED by the Board of Trustees of Franklin Township, Franklin County, Ohio that the Board contracts with the Anderson Gas Leak Service to install a Gas Line at 192 for our new generator not to exceed $2,000.00.

 

Trustee Cook seconded the Resolution.  The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.

 

Trustee Cook advised the Board that the Investigator has agreed to quit driving the car back and forth to Zanesville.  He will drive his own car and we need to set a mileage rate that we are going to pay for Township mileage, only.  Chief Howard will get a letter together after they sit down and re-evaluate.

 

Trustee Cook advised the Board that the switch box will be in by September 5, 2008 and the generator on September 18, 2008 at Station 192.

 

Trustee Cook asked about the Road Superintendent Position.  Chairman Guyton said we will have a special meeting on Monday, August 11, 2008 at 5:30 P.M. to get a compensation package for the Road Superintendent.

 

Chairman Guyton said he and maybe all of the Board Members will be at a meeting on the Brown Road Project at the Franklin County Engineers Office on Thursday at 2:00 P.M.

 

Thurman Christ asked about putting a fence around his yard.  Chairman Guyton said he would have to get a surveyor and to call Franklin County Zoning.

 

Chairman Guyton talked about putting the Minutes on the Website when they are up to date.  He also talked about putting the Agenda on the Website.  He said both the Minutes and the Agenda will be put on the Website.

 

Kathryn Wihl stated that we received the FEMA check for the snow state of emergency from March 7, 2008 to March 9, 2008 in the amount of $6,218.00.

 

Juanita Kaufman told the Board that at the last storm we had there was an area without phone service for a few days.  Chief Howard said to contact the Board and an emergency phone operation can be set up by AT&T.

 

Chairman Guyton stated that it was Trustee Cook who highly recommended the presentation for Juanita Kaufman to honor her for Neighborhood Block Watch.  Ralph Horn said that he thought it was very nice of the Board to have presented Juanita with the presentation.

 

Kathryn Wihl told Chairman Guyton that there was no special meeting on June 26, 2008.  The FOP meeting was cancelled.
