Return To Meeting Minutes Index Page The regular meeting of the Franklin Township Board of Trustees was called to order by Chairman Tim Guyton at 6:35 P.M. January 5, 2012 at 2193 Frank Road. The Pledge of Allegiance was given. Chairman Guyton gave the welcome. ROLL
CALL: Tim Guyton, yes, Don Cook, yes, Paul Johnson, yes. MINUTES Chairman Guyton moved to dispense with the reading of the regular meeting minutes for December 22, 2011. Trustee Johnson seconded the motion. Vote taken: Guyton, yes, Cook, yes, Johnson, yes. Chairman Guyton moved to approve the regular meeting minutes for December 22, 2011, as typed. Trustee Johnson seconded the motion. Vote taken: Guyton, yes, Cook, no, Johnson, yes. Chairman Guyton said at this time we need to turn the meeting over to the Fiscal Officer to reorganize the Board. Lisa Morris asked for nominations for Chairman of the Board. Trustee Johnson moved to nominate Tim Guyton to be Chairman of the Board for 2012. Trustee Cook seconded the motion. Lisa Morris asked if there were any other nominations. None being mentioned, the nominations were closed. Vote taken on Tim Guyton for Chairman: Guyton, yes, Cook, yes, Johnson, yes. Lisa Morris asked for nominations for Vice-Chairman of the Board. Trustee Johnson moved to nominate Don Cook to be Vice-Chairman of the Board for 2012. Chairman Guyton seconded it. Lisa asked if there were any other nominations for the Vice-Chairman position. None being mentioned, the nominations were closed. Vote taken on Don Cook for Vice-Chairman: Guyton, yes, Cook, yes, Johnson, yes. Chairman Guyton asked the other two Board members if the regular meeting should be held at 6:30 P.M. and every other Thursday night. The other two Board members agreed. Chairman Guyton said the meeting would remain the same time and day of the week for 2012 unless posted otherwise. Chairman Guyton asked the other two Board members if they agreed to be paid their salary once a month and on the last pay period of the month. The other two Board members agreed. NEW BUSINESS RESOLUTION #12-001 BILLS & PAYROLL Vice-Chairman Cook moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves payroll in the amount of $155,531.32 and bills in the amount of $0.00 totaling $155,531.32. RESOLUTION #12-004 PHYSIO-CONTROL Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board contracts with Physio-Control for EKG Leads, cables, and five AED upgrades for the Township. The cost is not to exceed $1,156.60. Vice-Chairman Cook seconded the Resolution. The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes.
FIRE DEPARTMENT / CHIEF HOWARD Chief Howard explained to the Board that the Fire Department got the AED upgrade so they can start the CPR training for the Police Department and the Road Department. He would need to meet with Chief Timko to schedule the officers for CPR training. There was further discussion between the Board and Chief Howard about CPR training. Vice-Chairman Cook thought a CPR class could be offered to the residents at a Block Watch meeting. Chairman Guyton said the AED Units were purchased through a grant and were free to our Township. Chief Howard said the units now cost about $2,000.00 each. Chief Howard said he had a letter of resignation from his most recent new hire in the Fire Department. Chief read the letter dated January 4, 2012: Chief, Please accept this letter as formal notice of my intent to resign from the position of Firefighter/Paramedic with the Franklin Township Fire Department. My resignation will be effective January 15, 2012. I would like to sincerely thank the Township and department for the opportunity given to me. Professionally, Morgan von Lohr. Chief Howard told the Board that he hopes to have someone lined up as a replacement to fill the vacancy in the next week or so. The Board and Chief Howard had a discussion about how long Morgan von Lohr has been with the Township and why he was leaving. Chief said Morgan would be making more money with Norwich Township and there are more opportunities for advancement. Chairman Guyton made a motion to accept Morgan von Lohr’s resignation effective January 15, 2012 with regret. Vice-Chairman Cook seconded the motion. Vote taken: Guyton, yes, Cook, yes, Johnson, yes. POLICE DEPARTMENT / CHIEF TIMKO
Chief Timko said he received an application for a transfer of a liquor license from Phillipi LLC. to Wandaneljim Corporation. He said there are five licenses involved in this transfer. Chief told the Board he would do a background investigation and would let the Board know what he finds. Chief had a spreadsheet from the State of Ohio showing a list of all liquor licenses in Franklin Township. He said some on the list had multiple licenses. He said after he does the investigation, he would come to the Board for acceptance or a rejection for this liquor license. Chief said the request was for an address of 385 Georgesville Road. Chief Timko told the Board that he had a meeting with Lisa Morris about the budget for the Police Department. Chief asked the Board if they have copies of the annual report for the Police Department and they answered that they had received the report but hadn’t had a chance to review it yet. Chief told the Board to let him know if they have any questions. Chief Timko told the Board that in the year of 2011, there has been a 50% increase in the amount of fine money that came back from citations. He said this is over the previous average of the last three years and totals to about $6,000.00 that has been sent to the Township. Chief said the amount of tickets have increased because the Officers are doing a good job. He told the Board that the judges decide on the amount for a citation. Chief Timko told the Board that the traffic counting box that was on Little Avenue would be moved to Rosemont Avenue based on complaints he received today. There was a discussion between Chief Timko and Ralph Horn of 1610 Eastfield Drive North about the traffic on Little Avenue. Chief said the amount of traffic is heaviest around 12:00 noon. He said there was some speeding but not as bad as Chief thought there would be. Chief said there would be another study for Little Avenue in the spring. Chief said for Little Avenue being a dead end street, there was a large amount of traffic going down and coming out and he is planning on doing an analysis. Jim Stevens said the counting box would show us how many of the vehicles that traveled on Little Avenue are trucks. Chief said the device is helpful in providing information for repairs to the Road Department because the device shows how many large and heavy vehicles travel our streets. Chief Timko and a resident in the audience had a discussion about drug dealing in an area of Franklin Township. Chief said this issue is being addressed by the Police Department. ROAD DEPARTMENT / JIM STEVENS Jim Stevens said the Board should make two Resolutions and the first one is for trash removal at a residence and a second one for a bill from the Franklin County Engineers. RESOLUTION #12-006 HOUSE BILL # 50 TRASH REMOVAL 2555 WYNWOOD AVENUE Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves the Road Supervisor to pick up trash that has accumulated at 2555 Wynwood Avenue and assess the cost to their property taxes. RESOLUTION #12-005 FRANKLIN COUNTY ENGINEERS Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board contracts with the Franklin County Engineers Office. This is for the Westbrook Subdivision illicit discharge research where the County used their vacuum and camera to determine the problem. The cost is not to exceed $1,626.12. Vice-Chairman Cook seconded the Resolution. The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes. Jim Stevens said he spent a couple of days working with the Franklin County Engineers with their camera truck searching for a problem that they thought was coming from one of our residents and leaking into the storm system. Jim said he has billed the City of Columbus the same $1,626.12 because it was discovered that the problem was coming from a broken City sewer tile that was getting into the County storm line. Jim said we have a storm system that runs over the sanitary sewer lines, which is along the cemetery and he said from a video, you could actually see sewage from a crack going into our storm system. Jim said the City is trying to find their problem and they are going to get this resolved. The Board, Jim Stevens, and the residents in the audience discussed the sewer work in the Township. Jim said the work would not be done before their deadline date. He has a meeting on Monday regarding some of the issues. Ralph Horn asked if there were any public meetings that are coming up regarding the two areas where the sewer work is currently being done. Chairman Guyton said there are no public meetings scheduled. Chairman Guyton said there would be a meeting in 2012 regarding Eureka Park and the sewer work that would be started this year in that area. Ralph Horn said some residents are asking him about the financing for the sewer work. Chairman Guyton would forward any emails that he receives from Steve Renner to Mr. Horn. Chairman Guyton said Public Health has a staff to handle large amounts of applications that would be submitted requesting assistance for the financing of the sewer work. Chairman Guyton said Public Health would like everyone in these areas where the sewer work is being done to apply for assistance even if they do not think that they would qualify. The discussion continued between Jim Stevens and the residents in the audience about the sewer work and the amount of salt that may have to be used for snow removal because of the rough road conditions due to the unfinished overlay of the roadway. Chairman Guyton said there would be a charge to Deer Creek if there would be an additional amount of salt that has to be used in areas where the sewer work is not completed. RESOLUTION #12-002 ADVANCE FROM THE Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board authorizes the Fiscal Officer to advance $150,000.00 from the Fire Fund back to the General Fund. RESOLUTION #12-003 TEMPORARY APPROPRIATIONS FOR 2012 Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves the Temporary Appropriations for 2012 as follows: General Fund $2,047,618.00 Motor Vehicle License Tax $25,768.77 Gasoline Tax $111,256.39 Road & Bridge $171,535.05 Fire Department $4,072,449.88 Police Department $1,288,869.95 Permissive Motor Vehicle License $86,220.15 Law Enforcement Trust $7,303.13 Enforcement & Education $8,274.04 EMS $1,120,057.10 Misc. FOR DEPARTMENTS Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board authorizes the Fiscal Officer to create blanket purchase orders of $5,000.00 to each of our Departments; Fire, Police, Road, and General to cover January through March of 2012. RESOLUTION #12-008 2 % WAGE INCREASE FOR OFFICE STAFF Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves a 2% wage increase for the office staff. This would cover our Secretary and our Fiscal Officer helper. Vice-Chairman Cook seconded the Resolution. RESOLUTION #12-009 3.9 % WAGE INCREASE FOR ROAD DEPARTMENT SUPERVISOR Chairman Guyton moved for the adoption of the following Resolution. BE IT RESOLVED by the Board of Trustees of Franklin Township of Franklin County, Ohio, that the Board approves a 3.9% wage increase for the Road Department Supervisor. Vice-Chairman Cook seconded the Resolution. The roll was called for its adoption and the vote was as follows: Guyton, yes, Cook, yes, Johnson, yes. QUESTIONS FROM AUDIENCE There was a discussion between the Board and a resident about the trash service. The resident stated that some residents put their trash out earlier than they are supposed to, and in bags and animals are getting into the trash. Chairman Guyton said he would talk to those residents. Ralph Horn had a concern about some of the Township roads in his subdivision chipping and Jim Stevens said he is working with the County to try to get a slurry seal put on the roads that would cost less than tearing up a road and repaving. Robyn Watkins of 3347 Dover Road complimented the Road Department on the good job they do. Ed Seeger of 1870 Richmond Road had a discussion with the Board about a resident on his street that put out furniture for Local Waste and the furniture was not picked up so they took it from the right-of-way. Chairman Guyton told Mr. Seeger to have the residents set the furniture out again and if it does not get picked up, the residents should call Local Waste or they can call Chairman Guyton and he would call Local Waste.
